Behind the scenes, but ahead of the curve: help us develop the next-generation public service media.
The Technology & Infrastructure (T&I) team is the backbone and the future-forward arm of CBC/Radio-Canada. Our purpose is to constantly innovate to evolve and maintain the Corporation's technologies and infrastructure, enabling the creation and continued delivery of quality content across all platforms. We are the people that make stuff work. We make connections between media content, systems, people, and places. We are the space in between.
A place with purpose. CBC/Radio-Canada has always been a highly regarded pioneer of media technology—not just in Canada, but around the world. Today, we are transforming ourselves into a modern and agile public service media organization. Technology is the driving force and we are the team making it happen.
About the Role
As the Director of the newly established Office of Operational Excellence (OEO), you will play a pivotal role in the evolution of the Technology & Infrastructure (T&I) component. This position offers a unique opportunity to build a high-performing centre of excellence from the ground up and translate a strategic vision into tangible results.
The OEO serves as the engine driving our teams toward improved delivery and transformation. As the inaugural Director, you will be responsible for laying the foundation of the department, promoting its value to stakeholders and leading a growing team of experts in change management and process optimization (Lean, Design Thinking).
Together, you will act as an internal centre of expertise to achieve the following:
Support Capital Projects: Support Innovation & Delivery, and collaborate with the Project Management Office (PMO) through the various projects and initiatives.
Streamline Ways of Working: Assist all T&I divisions and departments in improving their administrative and operational processes.
Drive Performance: Cultivate a culture of continuous improvement and sustained excellence across all levels of T&I.
You will also position the OEO as a key player within the transformation community of practice, collaborating closely with our partners across CBC/Radio-Canada.
We are looking for a leader who can bridge the gap between strategy and execution — someone capable of establishing a brand-new department and growing it into an essential resource for the entire T&I team.
This is a hybrid position with a mix of in-office and remote work. Work arrangements will be discussed with hiring managers per departmental guidelines.
This role can be based in either Montreal or Toronto. Note that travel may be required.
Key Responsibilities
Operational Excellence Strategy and Governance
Define and lead the OEO’s overall strategy, encompassing both change management for major projects and process optimization across T&I.
Establish the vision, methodological frameworks and performance standards (Lean, change management) for all T&I activities.
Implement integrated governance and key performance indicators (KPIs) to measure the impact of initiatives on efficiency and the adoption of change.
Preserve institutional knowledge by standardizing best practices for project delivery and operational efficiency.
Delivery Support
Work closely with the Project Management Office (PMO) to incorporate adoption and performance strategies into the design phase of capital projects.
Oversee the development of communications strategies that translate complex technical changes into clear, accessible and relevant messaging for all teams.
Departmental Support and Optimization
Act as a subject matter expert to assist all divisions and departments in optimizing their administrative and operational workflows.
Proactively identify opportunities for continuous improvement, as well as bottlenecks and execution risks within T&I.
Coach and support managers to help them become leaders of operational excellence and effective drivers of change.
